Competitive Local Exchange Carier (CLEC)
The CLEC resells services from the Incumbent Local Exchange Carrier (ILEC). ILEC sends two kinds of billing files to CLEC:
• A Customer Usage invoice includes the daily transmittal of telephone usage data to CLEC. This file is sent in the DUF (Daily Usage File) Format. This file is used by CLEC to prepare usage bills for its customers.
• The Reseller Bill involves transmittal of the monthly bill, containing end user, recurring and non-recurring charges. This file is sent in BDT (Billing Data Tape) Format. CLEC pays ILEC on the basis of this bill.
The content of each of these files needed to be reconciled with the contents in the CLEC’s Customer Profile Database.
The solution consisted of verifying the USOCs and the various MRCs. The output of the reconciliation was stored in database tables with the ability to browse the contents of the reconciliation report database using Business Intelligence Tools. The reconciliation outlined all discrepancies in the features between the BDT and the Profiles database at a WTN level aggregated under BTNs.
• CLEC was able to identify and recover the services for which the ILEC was billing them, but for which the CLEC was not billing their customers.
• CLEC was able to identify and recover the services for which the ILEC was billing them, but for which the CLEC was billing their customers less.
